The Indianapolis Experience
In
1992, Stephen Goldsmith stepped in as Mayor of the City of
Indianapolis, Indiana and things would never be the same.
During his eight years there, his leadership and vision reshaped the
government through implementing the competitive forces of true
free enterprise.
In the process, it may have begun (or forwarded) a fundamental change in
the course of the future governments in free society.
This process motivated and inspired the city workers, and
"de-bureaucratized" city hall.
Goldsmith eliminated unnecessary mid-level supervisors. He
even won over AFSCME union members' support. Labor and
management became a team with incentives designed to make all
parties want to pull in the same direction, with the end result
being a better quality, as well as a more cost effective service to the
public.
It is a prototype for the government of tomorrow.
